Kano Assembly endorses a report of 44 local Governments supplementary Budget/Amendment for the year 2024….
The Kano State House of Assembly has received a report of the joint committee on Appropriations and local Government and Chieftaincy Affairs in respect of the 44 local Governments Supplementary Budget for the year 2024.
This message was contained in the statement issued to newsmen by Kamaldadeen Sani Shawai, spokesperson for the Rt Hon Speaker Kano State House of Assembly on Tuesday.
While presenting the report at the plenary session, the chairman of the committee Hon Aminu Sa’adu Ungogo representing Ungogo constituency said the report becomes imperative due some obvious reasons.
1. The need for internal movement of funds on both recurrent services and capital expenditure.
2. The need for adjustments in the areas of revenue generation for the purpose of enhancing IGR collection of the 44 local Governments.
3. The need to enhance the overhead costs of the 44 local Governments of the state that are observed to have been grossly inadequate due to skyrocketing prices of goods and services.
4. The need to approve slashing some provisions that are observed to have been either overestimated or unnecessary in view of the current fiscal realities.
Furthermore, Hon Ungogo said, in the view of the intricacies surrounding the proposed amendments , the committee had exhaustively scrutinized and deliberated the nitty gritty of the budget of 44 local Governments. The recommendations according to the committee chairman are:
1. That the house should approve an internal movement of funds from one sub head to another sub Heads of 44 local Governments.
2. That the house should approve a savings of #32,125,671,711,.46 to be spread across personnel cost #22,339,976,552.61 and overhead cost #9,785,695,158,.85 of the 44 local Governments of the state.
3. That the house should approve an upward review on personnel cost of the 44 local Governments from original budget size of #110,465,916,375.70 to a new budget size of #132,805,892,928.31 representing an increase of #22,339,976,552.61 or 20%.
4. That the house should approve the downward review of the 2024 approved estimates on capital expenditure of the 44 local Governments from #163,202,245,943,.76 to a new budget size of #131,076,574,232.31 representing a decrease of #32,125,671,711.46 or 20%.
5. That the house should call on the state ministry for local Government and Chieftaincy Affairs to ensure all the 44 local Governments councils of the state have aligned their budget based on the approval given by the honourable house and ensure funds allocated for the purpose of this amendments are properly checked and implemented.
6. That the house should approve a new provision of #50,000,000.00 for each of the 44 local governments councils in the state for the procurement of seedlings to the 4 emirates councils of the state.
7. That the house should approve an aggregate revised budget of the 44 local governments councils of the state as per the table below.
